It's not easy to use moisturisers there - the skin is sensitive and it can cause an infection if it gets into the wrong place. Also, shaving is bloody difficult, causes all sorts of discomfort, and cuts run the risk of getting infected. (I'm neither for or against shaving, though. It's just not other people's business.)
