    This is the correct answer. There is no point to trying to figure out the logic of the scenario because the reason it exists is so that the protagonist can have a cute elf slave girl. Any circumstance that changes the scenario is unacceptable since it would get rid of the lave waifu.

    They could be blind fanatical traditionalists. Like "we have done things this way for the last 3 million years, and that's how things will be done for the next 3 million years," refusing to change the way their settlements were done or even their place.

    Doesnt work when they have a gun point on their forehead. Any species like that would be wiped out before they reached higher sentience.

    Plenty of societies progress then reach a point of stagnation where the forces saying "keep things as they are" grow to strong. There is always a resistance to change, and it only takes a couple generations of "education" for people to lose the ability to think the other way has merit. There are large areas where the politics has basically convinced people to vote against their best interests, and never consider the party/parties that would actually make changes that benefit the voters. see most single issue voters who have 1 issue they are passionate about to the extent of ignoring other (and often much more relevant) issues.

    The weakness of elves in most fantasy is that They can't breed nearly as fast as humans do. They live long life and become lofty due to passage of time.

    To be perfectly honest the amount of damage humans can do is insane , take tzar bomb.

    Not if they evolved in a static environment. Then rapid changes happened and their way of life worked only in certain places, like deep in the woods. There they remained traditionalists because it still worked.

    Then change caught them slowly, like how you boil a frog. And now they are a proud race of slaves.

    It can be driven by religion. Look how the Norse failed in the Greenland colony. For some centuries they thrived, then climate change happened, and failure ensued. Some argue that religion played an important role in their demise.

    You know the theme of "humans breed too fast" is part important of science fiction by Asimov. The Foundation series works because "common humans breed too fast". They live short and breed fast, so in mere centuries they can colonize a stellar system.

    The simple answer is always that the author chose to do so for whatever reason.
    Any reason you can think up for why humans would have the advantage could just as easily be done in a way that they would have the disadvantage, so it is simply the author wanting to write a human dominant setting.
    Some just do it worse than others...
