different people have different reactions and level of pain from the cycle. the government would look at averages and decide such a day is unnecessary and is only counterproductive to productivity in the workplace. however, I think if everyone had to experience it, then policymakers would be more understanding to those who have it worst and would allow that group additional days off or medication to ease things a little.
