From their actions in the story, it seems that the confucians simply hellbent on weakening the military prowess of the country without thinking of the side effects. Even modern countries like America and China maintains quite a sizable standing armies.

This is obviously a fault of the author, it is impossible that there are several people who dominate a country and are ignorant to this point: "let's end our military power and hope that the truce lasts forever". It's ridiculous, the worst thing is that people get the idea of an old man more than a fact. Wang Chong showed the law of the jungle and yet the people ignored him. In addition to all this, the so-wise King, is nothing but a useless, the author still wanted to convey the idea that he is a wise man. A joke. No matter what he's up to.
1. There's a reason the country was destroyed in the MCs last life, and why he has to work so hard to preserve it now. 2. The king is seen as wise by all the subjects. Even the MC was fooled into thinking so. It would be treason to say otherwise. And treason wouldn't get a good reward. (But yeah, the king is an idiot.)
I always thought the King was feigning weakness to lure out all the enemies so he can kill them all in one swoop.
That could be a decent strategy, but if the king keeps waiting and waiting for the perfect moment, all the way until his country is destroyed as a result, how clever of a strategy was it, really?
I've never read this book but is this kind of thing supposed to be unusual? Even the best of governments will sometimes do really stupid things, so if it happens in real life why would it be strange to see it in fiction. Yeah sure, unilaterally disarming and hoping for the best is dumb, but stuff like Ming China giving up on having a Navy in the midst of the Wokou Pirate invasions happened too.
