First by old money only the Office aka bank that bring it into the circulation can exchange it for example the old money before the EURO can be only exchange in there OWN NATIONAL BANKS so to put it symply the old German money can only be exchange in Germany the French only in French etc in one of there national bank offices...
That why i said about crossing borders more or less that person need to get in contact with people form the US national reserve bank and talk about it over the phone mail how to do it next that person may need to go to the administrative office (Tax collectors) to get the premmision so they know it not money laundry.
Take a time and make a beliveble story about how the family get it etc.
I do not know the local laws of Indonesia but there could be taxes because it is soe kind of inheritance and you can only pay the tax for it if you do exchage that in the US....etc

You also have the problem that the money is stolen, if you contact the federal reserve they may ask for the provenance of the money which you can't say "yeah my ancestor was a pirate and got it totally legally".
The reddit for paper money that was suggested before is a good idea, a second one is to contact auction houses and sell them (or just 1 by 1). Auction houses will do the transfer outside the country and the rest.
The best way to handle the full batch will be through the US Federal Reserve (you could get in touch through an american embassy which will lower your friend's travel) however that may have negative consequences.
Personally, without explaining specifically about the bills, I would ask a lawyer about the legality of possessing probably stolen old currency which is still on tender and possible ways to sell them. I would recommend your friend to NOT do this in person but through a second person (you for example). Yes a bit paranoid but if this is really worth millions in total you would have a good reason to be paranoid.

In the 3rd attached WhatsApp img, REDEMPTION is misspelt as REDEMTION. *suspicious*

I'd like to mention that, almost all of the 42,000 prints were destroyed. And those which have not, are all accounted and are in the hands of the United States Government. So I really doubt that it's real, however it is still a pretty cool find!

That "almost all" would make it a fantastic find if they actually had the real thing, making them extremely rare. >_>

And the story behind them would also make it a fascinating find for a museum or collector.

and yeah, it is pretty cool. :)

It would be a fantastic find, if they weren’t all accounted for ~

Too bad, the money is from 1934 and USA took itself off the gold standard in 1933. If it had been printed in 1930, you'd probably be able to exchange it with real gold! Unless the gold standard law applied to all banknotes before and after that move.
