    My suggestion to use incognito mode is only to prevent the browser from saving the cache ,cookies and search history

    No, it is just the government's initiative. You are not specific alone to these messages, though, they have just started being sent to people. It is just an initiative for spreading Cyber-awareness, which hasn't been done large scale in India before. It is a good thing.
