If I want discounted games I just go to Cdkeys always discount in all games unless is a special date where prices get even better. As far as I know africanand Asiatic countries that aren't the known ones prices are cheap

I use steamdb.info to get the lowest prices for most games. It tells you their price in each country and i just change my location accordingly
