I often have dry lips. I can't quantify the amount of times it occurs a day, but i do frequently use lip balm. I like them, as they help my lips from becoming and staying dry. Its quite normal, alot of dudes use them
I love keeping my lips moist. I used lip balm quite frequently. Once you get used to it your lips feel bare without it but sadly I've got an allergy from pollen(most likely) and it decided to show itself on my lips.
I hate putting balm, creams, lotions, moisturizers, etc. on my skin. They feel very icky. Staying sufficiently hydrated helps with dry lips, so that's what I do.
You're likely dehydrated. When I was a child, I had dry lips because I didn't like drinking water. Now, it's been years ever since I've experienced dry lips. By the time you actually feel thirsty, you're already dehydrated.

I drink water quite regularly. You can actually pass out if you don't do so frequently in Spain 3/4 of the year. The heat is unbearable. As for the reason why I shed skin, it is an allergic reaction.
You should try visiting a dermatologist once. It is possible that you have dry lips because of an allergy, in that case putting on lip balm either worsens it or gets you stuck in a vicious cycle of dry lips. Even though it's not definite that there is something wrong, you should still get it checked out just in case.
I always have a dry lips, chapped even I only use lip balm and cream/mosturizer sometimes, cause I forgot most of the time. XD so my mother would always scold me.
I have dry lips, but I hate using lip balm. I will only use it rarely to keep my lips from cracking in winter when the dry air makes it worse.
I agree with the folks saying to drink lots of water. But I want to add that if you suddenly greatly increase your water intake it can make you feel sick. Avoid that by eating a little extra salt each day and adding a very small amount of fruit juice to your water. Edit: Also you can break a vitamin E capsule and smear it on your lips to promote healing of cracked lips. But drinking more water it a better long term solution.
Oh, I always have dry lips. The concept of using a lip balm is pretty foreign for me since I rarely see them, and when I do, most of the time it's girls who are using them. So I pretty much concluded that lip balm is just another cosmetic that girls are using. I know that dry lips to the point that they are cracked may be bad. So my young self concluded that if they are bad then just peel them off. And I found satisfaction in peeling them off. TL;DR: I don't know what lip balm is so I just peel my cracked lips everytime.
I used to have dry lips and I had this bad habit of tearing off those dry skin with my teeth, and sometimes they left cuts. But eventually those dry skin started to become thinner and thinner till it came to the point that if I tore them off I wouldn't leave a cut on my lips. And since it has become thinner I guess it regenerates more frequently so I'm sucking on my lips more often trying to tear them off making it so that my lips are always moist since I'm always sucking on them to tear them! Evolution I guess. lol
True, but you shouldn't skip lip balm entirely either. Cycling is my main method of transportation so my lips are constantly exposed to weather (wind, sun, fog, rain), which makes them dry easily (especially during autumn and winter). Lip balm helps me protect them. I do use a smog mask if it's necessary or a buff if it's windy, but they do not offer total protection. And yes, now with the pandemic, I'm always covering my face with some kinda mask in public and I haven't really used a lip balm in over a month.
