It's something lame which I don't think translates well, the cat is complaining about how he bathes it like he's washing vegetables, which without a bigger context, we have no idea what the joke is because I'm not sure why bathing the cat like washing vegetables is funny.
The context is the pictures, and knowing that cat is eaten in China. The bottom pic shows pandaman holding up a sad face pic while he's actually smiling. Indicating he's lying to the cat about being innocent and really plans to eat him/her. Disturbing to countries that rather have cats as pets? Yes, as am I. But China ain't that type of country, so this joke would be funny there.
Do people outside of Asian countries not joke about eating their pets...? Or as a sexual reference? Also, the 3rd image can be seen with that meme of a crying man with a smiling mask on (just reverse it lol).
I think it's most western country joke about china and how they eat their dogs. I think it started as a racist joke long ago. I think it was during the 70s
Correction here: cat = neko = uke, = bottom = the one who take it in the ass. Washing vegetable= vegetable as in someone disabled that can't no longer move = well, if the patient can't move the one who bathe them gotta need to wash them really thoroughly. They gotta bathe the private parts as well eat = It's eating, but not in literal sense. Totally have no connection with the silly chinese eat cat joke because that joke is totally funny and it's used everywhere in chinese. /s
There is festival in Peru I think that has cats meat in the menu. It originated from the time where the settlers are forced to eat cats.
No one I know of that's not Asian jokes about eating their pets where I live(at least to my face). It comes off as super racist, and I've only ever experienced it as racist remarks. There is innuendo with the word puss/pussy, but if that joke was innuendo it's creepy. Like forced upon creepy.

Nothing to do with actual sex jokes. The sexual reference thing in my reply is confusion about how people can miss out on the connection between vegetables and eating as sex. Do people not wash their veg before they cook them?
