Never seen one. Either it’s something that happened in one particular game that the novels copied off, it was a fad a long time ago, the games with condemnation events aren’t getting translated to the west, or novels made it up wholesale. But when I was in Japan and looking for Otome games ~10 years ago, I didn’t see any that fit the description either. Perhaps someone more knowledgeable can answer.

Old school otome games did. Most josei smut r18 visual novel still also did. What current otome/villainess web novel trope lacked actually were soft core bl content of current trend. In most cases those endings are made by lazy writers who just like to cut corners.
There are. Many of them are then time regressions / betrayal, second chances etc. , atleast in my experience
the ones i played no, sometimes they have rival characters. haven't played a long time so idk if it's changed. there's always a yandere psycho love interest tho.
Otome games I played... Don't have those events. Probably because the protagonist was only female. XD
I do know several otome games with rival love character/bullying protagonist event from reading Hinano's otome game review. They are just not the main point of the game, and most of the time didn't even have condemnation events. They are just forgotten once the protagonist get their happy end.
It's not a condemnation per se. But sometimes, the more stat-raising focused vn has this massive test nearing the end of the game to decide which ending that you'll get.
