From the looks of it, it's a published Taiwanese BL, so probably not. There's a lot less Taiwanese stuff translated, probably because there's less "public" raws available. Anyway, for the record, the title translates to "Eastern Palace" and the author is 熒夜 (Ying Ye, which translates to something like "Glimmering Night"), while the artist is 囍 (Xi -- lit. double happiness).
