CoD:MW2: I always shoot Ghost for fun cuz it's interesting that he doesn't die even I empty the mag. And then he dies from a tiny pistol. It's not fair man.

I recommend Fata Morgana no Yakata and Ever17 as a starting point.
In other genres, the two most emotionally impactful games are To The Moon and Trails in the Sky 2.

Fatal Frame 2: Crimson Butterflies
Cry and scream.

Grandia 2
The scene where Millenia was swallowed up by Valmar's moon. Ai-chan was like "Noooo!!!" and dropped the gamepad in tears. And when Mareg sacrificed himself to delay the demons and praying to Granas to let them go, Ai-chan just couldn't go on. Ai-chan stopped playing Grandia 2 for a week because of that.

Fate Stay Night (visual novel)
The ending where Sabre destroyed the grail was so sad. Ai-chan was already so invested in the romance but they couldn't be together! Ai-chan is crying even now.

Tsukihime (visual novel)
Let's not go into details. Pretty much every ending is a tearjerker.

Mario
Played when Ai-chan was a kid. Ai-chan cried everytime the game said, "Your princess is in another castle." What the fuck, man!

 

IDK, man. Most people who completed all the games acknowledge Sky2 as the most emotionally impactful in the whole series and the one with the best (or close to it) plot.

Cold Steel 2 isn't so good, Crow is kind of meh as a character, he is an asshole and a terrorist to boot, his backstory is a joke, so I didn't feel anything about the ending, rather I thought "oh, one asshole less in this world", lol. In comparison the moment when Estelle saved Joshua was the most emotional and touching in the whole series.

 

I agree the story for Cold Steel does take a nosedive with regards to the Trails series, just that I don't recall much impactful scenes in TiTS 2, the only one that might qualify as "sad" would be Rene due to her backstory but even then it's less "poor her" and more "burn the bastards in hell, then add salt to their wounds!", probably similar to your response to Crow, less sad, more rage inducing.

The hilarious screwup that is Steel 2 is amazingly laughable though people do cry at the closing song, if you read the words, it was supposed to be about Rean and Alisa but by playing it at THAT SPECIFIC TIME, it ended up as a song implying Crow x Rean. lol.

Specifically when Sora stabbed his own heart. I was so young and was blindsided, my 10 years old self was not ready for that.

The end of the prologue with Roxas. I didn't play 358/2 days so I had no idea who he was. When I found out and the music kicked in then he said that his summer vacation was over, I was bawling!

I was a bit older then before for this but Ventus and Vanitas' entire story, specifically Vanitas. In the BBS novel (which is probably non-canon due to KHIII), there were chapters dedicated to Vanitas' time pre-canon.

In it, it says Vanitas doesn't feel any positive emotions, only negative ones and everytime it gets too much or he loses control of it, he creates an unverse and this in turns removes the negative feel he was experiencing. However when an unverse is defeated, it merely returns to him and all those negative emotions the unverse is made of is returned tenfold to him and also brings him pain.

Spoiler: Final Fantasy X

The scene where we find out Tidus is just a dream. Then the ending when Yuna ran to hug him only to just phase through him. The music was incredible as well

Spoiler: Final Fantasy XV

The sheer contrast of the game from before Altissia and after Altissia was incredibly sobering. The whole Cartanica episode was depressing and then the ending with the music...then Stand By me played while the pictures we took rolled...
