1. No. 2. There are only 2 timelines. Shuli's past and present. The first timeline is mainly from what Shuli's memories were. The Emperor nor the Royal family have no leave to criticize Johannes if wished to remarry. Remarriage for spouses who lost their spouses is common, especially if the said new spouse is gonna be playing the role of a partner but not a sexual partner. It's more of I need this person because I need someone to look after the family. It's a practical decision that even the Emperor practiced so he's gonna look like a hypocrite if he starts banning other people to remarry. I guess the emperor thought that Johannes was still bitter than Ludovica chose him. We know that he did love his wife and had 3 kids with her. The context of him picking Shuli is deliberate. Her looks can just be a coincidence since there is no established line between Ludovica and Shuli's family. We might never know. Yeah. But he doesn't know that.
