I want to know because Tomoe from Kamisama Kiss has always been one of the best manga shoujo heartthrobs because if it counts, there will be significantly more girls in the furry community I think in a more serious answer: The moment the extra animal features become an actual biological factor of the character, is the moment that it could count towards a furry. The furry community has always been very broad and liberal in terms of design for characters in order to promote individualism. In other words: It will depend on the individual furry who is deeming whether the kemonomimi seems as a "furry-thing" (lol). Which means non-furries can make that distinction, too. Because, it doesn't matter that much at the end of the day, it is just a personal distinction.
