If you've known them for a long time and are already pretty close but they just aren't aware, say it. Trust me, they'll never notice unless you tell them because they're already used to being around you. But if you're not that close but you like them, I think you should be subtler but still tell them. Honestly, unless your actions already reveal how you feel about a person and that person is aware, telling them how you feel will be the easiest and safest choice.
