The three fires refer to what major concerns one must combat during their term or leadership in order to win over the populace. After a quick read of the first paragraph or so, I believe that the current three concerns are: Promoting sustainable economic growth. Combating corruption. Establishing a better, healthier environment. EDIT: By the way, this article was written in 2012.
It's a Chinese idiom, 新官上任三把火. It means someone newly appointed would make changes to flaunt their capability.
