It's not just a Van thing that death mages can't use other magic. When people try using the demon king fragments they lose their ability to use other attributed magics. Like after Gubamon is defeated it's pointed out he would have been much better off using his space attribute magic and martial skills rather than relying on the demon king fragments, which carry a lot of downsides to use. I don't remember it being said that he has no elemental aptitudes. He has no cheat ability and no outrageous talents for magic the way the bravers do, but that doesn't mean he can't use normal magic at all.
If we're basing it on the DK fragments, it could just be that as they use the fragments, DK essence is encroaching on them, so they only have access to DK's attributes, unable to access their own while using the fragment, until they are only the fragment. It was determined by Banda that he has no attribute, so he was thinking of teaching the boy to use No Attribute.
Hiroshi has light and wind elements I believe. Van/Banda is teaching him No Attribute because No Attribute is unknown on Origin and he wants Hiroshi to "feel special" and continue being a good big brother to Mei rather than becoming some weirdo.

No and yes You have to realize 8th Guidance had their affinities for other attributes purged by the Researchers/Scientists to start it out like Vandalieu when he as a test subject attained Death-Attribute (Van was a natural case with no affinities for other attributes via his empty frame and 8th Guidance had their affinities removed through other means; the latter lead to limited death attribute it seems), yet they weren't able to produce Death-Attribute until they were brought back to life when Vandalieu was the Undead infusing them with Death-Attribute. It was the researcher's belief on Origin that everyone had an attribute which was how Vandalieu discovered his and is why they tried to make others like him yet failed. The Researchers/Scientists were missing something that Vandalieu already had before going to Origin, something he and 101 other individuals have and no it isn't his empty frame or the blessings the others have.
So by that reasoning, Van has created quite a lot of possible Death Magic users, now we have to see if they use it, and if they still have other magic.
That would imply all the undead that Van has made would be Death-Attribute based if they had no affinities for attributes which surprisingly is such a rare thing. Like the only instances we have of someone with a natural no affinities with other attributes other than Van is Hiroshi of all people. And by relations Mei since she and him are family and yet Amemiya and Narumi have attribute affinities given by Rodcorte's blessings. And then there's 8th Guidance or Legion which is artificially made no attribute to which we don't know how they were made.
You mean reincarnated a lot of people? Who still have their attribute affinities. Also creating a race doesn't mean he's creating new souls. Attribute affinity is basically related to the soul and some other factors.
Wut!? Is this a joke? I recommend you to write it in a less confusing way, because you are making it look like "no attribute" is some attribute that has affinity, which is a stupid idea, because "No-Attribute Affinity" doesn't exist exactly. Yes, there is a skill that may look like it's implying it, and that skill has levels, but that's more of a reflection of what you can do, and the system supporting you. What exists there is (Raw) Mana Control/Manipulation, which isn't related to attributes, but to Mana itself, which is the source of attribute magic. And the idea that mages with high Mana Control would thus have higher chance of getting Death Attribute is absolutely ridiculous and ignores all the basic rules of the story. Second is that Attributes are not something that you train, but things that you are born with, so just like Katia had 5 attributes, but couldn't use them because she lacked Mana to use them, the only thing you can train is to increase your MP and the ability to control and manipulate mana into attributes. This means you can't learn something you weren't born with, nor lose something you were born with. The only exceptions to the above rule are when Gods give affinities to people (Like was done to the Champions, and Rodcorte gave to the Hundred Bravers), or the unknown process of "blocking" the affinities a person was born with, which was done to the 8th Guidance members and other victims related to them.
I'm pretty sure when Van's soul was put together from the fragment of the dead creation hero's souls and likely small amounts of Demon King energy, I believe that he didn't have a affinity at that time because of the strange nature of his souls birth and it's abnormal form. The strange nature of his soul likely prevented Rodcorts automated system from giving him new affinities if such a thing is even possible to be done to normal souls. Likely Rod could be able to do it but we have only seen him enhance preexisting affinities in ones soul and have him tell it, to even do that is a lot of work, granted that might be just him being lazy. But even so weather Rod can or can't give a soul it innate affinity to a soul doesn't matter because how ever normal souls come about they start with at least some affinity witch may be enhanced as they live their various lives. So, assuming that when a soul comes into being if has all of it's affinities already there, Van soul might lack them because what grants affinities to a soul weren't present in the fragments that were left of the hero's souls making him born with no affinity but, demon king energy was there, later granting him the death element.
We don't know that souls have affinities on them to begin with, it's possible that Rod's system rolls you up some new stats for each new life, and the 101 souls we've seen in the story were exceptions made by Rod. He gave Hiroto all attribute magic, by doubling up the abilities he was gonna give. We think Death requires you to have no attributes first, because Origin's researchers believed that, no God has actually confirmed this.
I actually think it's the other way around. If you have death, it blocks you from getting the other attributes. There's a point where Vida tries to give Van life magic and she fails because his death attribute just kind of absorbs it, whatever that means. Also, Kachia couldn't use mana because she lacked an affinity for the attributes she was technically capable of using. When she became a ghoul, the females of which have high magical ability than humans, her potential for magic increased to the point where it was an idea worth considering. After that, she did indeed have to train up her mana with Van's help though because she only had like a hundred.
Van has a rarely mentioned, but potent, ability to neutralize enemy magic, which is mentioned to be death attribute. It is likely that this is just an extension of the natural incompability between the other elements and death.
