here is what Wikipedia says about Gendarmes since I am not french.

"In France, the gendarmerie is in charge of rural areas and small towns (typically less than 10,000 inhabitants) which represent 95% of the territory and close to 50% of the population. Besides its territorial organization, it has crowd and riot control units (the Gendarmerie Mobile, along with some corresponding units in the civilian police), counter-terrorism and hostage rescue (GIGN, again along with some corresponding units in the civilian police), maritime surveillance, police at sea and coast guard (Gendarmerie maritime), control and security at airports and air traffic police (Gendarmerie des transports aériens), official buildings guard, honorary services and protection of the President (Garde Républicaine), mountain rescue (Peloton de Gendarmerie de Haute Montagne) and security of nuclear weapons sites." sounds like they are a militarized police force for all intents and purposes.

something about this interaction with this french police force doesn't make sense, according to the article they said it wasn't under their jurisdiction and that she had to come in person. that doesn't make sense, if it isn't under their jurisdiction why would it matter if she comes in person, and if it is under their jurisdiction why would she need to come in person? it feels like there is a logic step that is missing here.

maybe if we have someone from france they could explain this point, is there a specific law in France that the direct victim of domestic violence has to report in person for it to be taken seriously? considering how armed the Gendarme seems to be, maybe its a protection against what can be potentially an equivalent of falsely calling a swatting on someone in the US?
