A lot of xianxias and action webnovels are being adapted into dramas, so I don't think the number is as low as you think eg The King's Avatar. Although the target audience is still women so they pad the story with romance sometimes ignore the plot eg Martial Universe(WDQK adaptation). It should have been called Marital Universe
I made a few typos. I meant xianxias are getting adapted into dramas. The King's Avatar had zero romance. The Legends is adapted from a female protagonist but there was a lot of fighting. Sword Dynasty was quite good too. If the romance is minimal or not obvious then it is easy to ignore. To me, when romance is not obvious, I don't consider it romance. Implied romance does not register with me
