You can post more quests just fine actually, the evaluations will just happen after the event ends.

You just won't earn any growth points in case you already reached the cap~

You can also try to participate in the event in some way. @The Everdistant Utopia did jump at it out of nowhere, for example. There are also some event-related tasks that can be done in the city if you don't wanna go directly to the fray.
