The only ones I remember is that korean post apocalyptic web novel where mc has a systems that gives him modern weapons that works during the apocalypse and that shity pmc isekai. No a ruler with an army is different from a guy with a PMC. I'm not looking for ruler MC's. If the MC became a ruler because of their exploits, that is somewhat okay. By their, I meant the entire PMC. Also, please remember that I'm looking for a PRIVATE Military Company leader. So a general of a nations army doesn't count. PMC are basically mercenaries but at a larger scale. They are basically souped up bodyguards who operate for money instead of patriotism.
If you are looking for an earth-based MC-led paramilitary group that takes payments for jobs or whatnot, I can't recommend a good one. Heck, I don't even know a novel that ticks all of your requirements. Better than nothing I guess: First Hunter - I'm not sure if this one counts Re:Survival - both are zombie apocalypse novels/webtoon Plague Doctor - he is not exactly the leader but he holds a high position in the organization Spoiler: Spoiler MC spearheads the establishment of the Global Occult Coalition which is a paramilitary organization in the SCP universe Star Rank Hunter - Iirc, the mc joins and later Spoiler: Spoiler leads a squadron/company himself Legendary Mechanic - too much of these spoiler tags, let's just say it happens later in the story lemme think... Something like this? 1) I Was Invited to Join the Country as a Warrior from Another World, but I Refused and Decided to Start as a Soldier - Its a cute and fluffy story, though. 2) Black Iron’s Glory - It starts slow but it gradually picks up. 3) Wortenia Senki (WN) - Not sure this fits your criteria but MC had to lead a ragtag group because he was being pursued as well as being caught in the middle of some political uprising.
