Aside from flower market meaning, 花市 is a location's name - Hua City or a brothel. Ofc depending on the context and the novel, 花市 can have different meanings.
I tried looking for it just now and don't remember where it was... I'll post next time I find it, I've seen another comment mentioning this once upon a time which is why it caught my attention. Hmm I saw it on another novel once and the story I was reading had nothing to do with brothels, so I think it's not story-specific. I have no idea, but out of experience in reading some shitty stuff in my earlier years in Chinese novels usually anything having to do with flower or named after one is 1) related in some way to a red light dutrict 2) vulgar name 3)again red light district stuff maybe it's a place where you sell and buy cosmetics? depending on context it can be a very pure flower market too
it depends on the context if it is some thing that happens over lunar new year... its like a big festival with lots of stall selling food, and various things.
