from what I've read from the Manhwa Rather than evil i think she's more ambitious. She might have initially married her daughters to gain power to protect her family and might actually think she's protecting her youngest daughter too. I guess I would call it misguided concern. I may be wrong but this is what I think so far.
The mother reminds me a bit from mother Gothel from Tangled. She acts in a very narcissistic way, to the point that when her daughter told her that she felt humiliated because her fiancé cheated, the mom found it appropriate to make it about herself and about how much humiliation she had to endure in her life and that by comparison her daughter isn't suffering. she's willing to use her daughters' dignity as stepping stones into high society. Maybe she believes that having money and status is the only measure of a good life and that nothing else matters so she wants that for her girls (obviously she has a lot of trauma related to that), but she's not even treating her daughters like human beings at this point. It's like for her any sacrifice is acceptable as long as that target is reached. It's good that it leaves a lot of room for character development, if the author actually takes the time to do it then she would be amazing.
