It doesn't. It is a myth, with chloroform it takes several minutes to knock someone out with chloroform. Not to mention how it is toxic. All in all chloroform is not what most people believe it to be. So the correct answer is you can't just chloroform a rag, put in front of someone's face and suddenly expect them to go night night.
