I don't think anyone's made an app that complex yet :P mostly it's just cool videos with a few nice gimmick apps. I mean with videos I know I can just watch on youtube or open a media player, but it feels so much more alive when it's your wallpaper :P

Is this similar to shimejis and rainmeter?

pretty much it can do those, or you can set up a list of vocaloid MVs to cycle through or you relax with an animated environmental gif like a snowy mountaintop or you can watch some butts bounce in HD

the wallpaper engine itself is just a tool for people to upload and share cool stuff that include a lot of different things. IMO needs more contributers since about 90% is anime weeb stuff :P but it's still very cool
