Nope, both shosetsu and shousetsu dot com look like they're free. Afaik, they're just using the Kunrei-shiki rules (which are annoying).

Nope, it's actually "Shousetsuka ni Narou!" (Let's Become a Novelist!) just shortened to "shousetsu" (novel) and romanized in the official way.
