It's an elective so people can choose it through various school stages, which I did (not very good in it mind you). But atleast in my school german was more popular, maybe because people had friends who were taking it or they thought it easier.
At first german, french and russian (scrapped for too few people)in high school for atleast me , but later spanish was added in the even higher stages.
