Probably. It's not a bot, anyway - the replies are real enough and on topic. But it might still be an account made to advertise, yes.
Normally they give themselves away with the websites they choose to link to. They're crap you just won't link unless it's an ad. This one was a bit like that, but a bit debatable. I'll lean towards benefit of the doubt, remove the one link, and wait 'n see.
