I’ve never really seen a “‽” before. I doubt it’s okay to use in English...? As for “?!” and “!?,” I think you aren’t supposed to use them, but people do anyway? I’ll have to look it up. I’ll do that after I check my notifications. (^з^)-☆

I think the general gist is: don’t use the interrobang, ?!, or !? except for informal writing.

Fiction books... maybe as dialogue it would be okay, if a character is particularly informal. But in the narrative, probably not okay.

Because fiction books should still be more formal than, say, writing here or online.

In my own stories, I sometimes have characters speak quite informally, but still try to maintain formality while narrating. For example:
It might be okay for a character to say “kinda,” but unless the narrative was in the first person, the narrative should still be “kind of.”
