@Bakaturq I think 'Imperialdramon' would be a better option, after all, he does transform from a dragon to a fighter, in a sense that makes him a transformer

Ballistamon also transforms from a robot beetle speaker thing to some robot pirate speaker thing

That is an evolution (even his level changes) while Imperialdramon keeps the same level (being a mega) and it is not exactly an evolution but just a from change (that is why I think it is more of a transformation than an evolution in his case)

Xros wars was wonky when it came to evolution and level changes. Far as I could tell when I watched it, it was just his “true” form mode change

So, balistamon is believed to eventually turn into one of Justimon’s arms

Also, I forgot that he has an evolution in the manga.
That said, the anime didn’t state whether he went up or down a level. If anything, I’d have assumed down since he was in a weakened/injured stated when he was discovered by Shoutmon
