Because you can pay all you want and it will still be rape, if infact it was non consensual.
You consent all the way through it, find out they're not paying you, then say it's rape after non payment. Can you retroactively revoke consent after the fact the deed is totally complete?
Someone can and will file in small claims court (in the US) or if you're a big-shot escort who charge thousands of dollars, civil court and get their money that way. But failing to pay debts isn't criminal, it's a civil matter between private individuals.
You should ask a lawyer in your region. Prostitution in itself is not consensual and illegal in many cases, it's a third party who "owns" the prostitute who makes the profit, or even anything. So yeah.
If someone takes drugs from a drug dealer without paying is it theft? I think the dealer is at greater risk here, he can't file a complaint can he?

I was speaking from the hypothetical standpoint of legalized prostitution in the US, with no other legal changes.
If you're talking about current sex workers in the industry, then yes, it's a completely different storh and the illegality of it all makes it so that the consequences are entirely different.
