usually I think about Asian as a whole, but there are times when I refer to Asians as Asian people specifically living in Asia

I always refer to everyone when I say Asian. Most Westerners and most peeps here though only mean Japan/Korea/China + (SEA sometimes)

This is especially true when coz while it is "Novel Updates - Directory of Asian Translated Novels", it is actually "Novel Updates - Directory of East (mostly) and South East(kinda) Asian Translated Novels"

And this is not coz only those books get submitted, the mods explicitly reject any novels of other Asian origins such as Indian or Middle Eastern.

Oh, I actually never knew that they reject other novels. Just thought translators aren't interested much.

I can see the logic to not include say Russian translated novels coz it is more associated with Europe but I haven't received a good argument till date for other origins. Infact an Indian origin translation managed to sneak past once, and the decision was to pretend it never happened.

@Ddraig Then are there any websites gathering web novels translations from other Asian countries out there? I'm personally really curious about Indian ones!

I dont believe there is one. Most Indian stories tend to be published ones too.
