Japan has maxed out their animation and manga budget, but they also tend to have way more garbage works in all three categories. However, they also have popularity and games going for them.
Like fucking hell, its only the novels and anime that this becomes noticeable.

Sometimes I do get happy when the Tsundere gets killed. :v
Korea is like a better Japan. Better art, higher quality novels on average, only thing they don't have really going for them is the animation side of things.
However, all other genres are ones I think they do pretty well. Not the best, but certainly above average at times. Still, some are fucking confusing dude. >.>
