For a flipless game, I'd say that the existence of the Masons is the thing that breaks the balance. Otherwise Cop + Doc + Mort are all fine.

On another note, would the badger be considered a neutral? it could be interpreted as it's win con being either wolf victory with it's death or surviving with town

I do think that the game is still town sided due to the existence of monkeys
