Will he/she be so tired that he/she wouldn't even be able to pick up the pen

I'm guessing, something like: he/she would never get tired from complaining or he/she would never complain even if it breaks them.
    Does it fit the context?

Sounds weird alone, so some more context would be helpful.

Edit: 摔笔不干 means to refuse to do work, throwing down your pen in the process in order to make a point.

So translation would be something like "could it be that (they) are so tired/exhaused that (they) are refusing to work?"

Depends on the context, but looking at the phrase alone, I'll say it's:

Will he/she be so tired that he/she decided to fling the pen and quit the job/give up on the task on the spot?

Ohh thanks so much for the insights! It really helped. I'll just base it on the context, but here's the statement before since fitting it in is a bit hard: 任宙远想,不知道他小时候念书写自己的名字

Renzhou wondered how he learnt to write his name as a child. Would he have flung his pen away in frustration and given up?
