That's a misquote. I likened Chao Gai to Itachi, Hu Niangzi as Sasuke, and Guan Ying as Nagato in terms of character arcs. Her motivations will be explained in the coming chapters. Spoiler: Some of her misfortunes, The Brave Stars of history have also experienced many hardships and rather eyebrow-raising deaths. Some of the Brave Stars swore unwavering loyalty to their masters, only to be betrayed. One of the past Brave Stars was the one and only Star Maiden to have ever fallen inside Evil Smiting Hall. This is an utter embarrassment. Guan Ying, tired of honor and integrity earning her nothing, decides to discard them, but she just cannot completely embrace evil. It's just in her nature to be honorable, no matter how hard she tries to do the opposite or pretend otherwise. Like Nagato, she just couldn't believe in herself anymore.
Spoiler: A near rip-off of Edotensei Itachi vs Nagato The Brave Star pleads with Great Saint Starkiller to let her get rid of the Stone, to let her redeem her honor because she feels that victory isn't worth the suffering anymore. He refuses, so she does the only thing she can: annul their contract. With the contract severed, she is free to do what she wishes, and Great Saint Starkiller is promptly forced to flee in humiliation and fear. Guan Ying acknowledges to Su Xing that her powers are too corrupt for her to continue, so Chao Gai intervenes, sealing her inside the Pagoda to be refined. However, this incident hints even more to how biased Chao Gai is towards Su Xing. Before sealing Guan Ying away, Chao Gai asks Su Xing to confirm his choice to let her be refined rather than to kill her since refinement does not count as killing her; he receives no Crimson Star power-up, nor does he receive her Star Weapon, which is still extremely powerful. If Chao Gai really was acting as the overseer of the Star Duels, why would she even care about asking for Su Xing's opinion? If she is to be impartial, then she is not to ask anything of anyone and instead dole out judgment as she sees fit regardless of opinion. Her asking Su Xing of what he wants shows obvious bias.

He never goes to that degree, but he definitely wants to kill Guan Ying, and with extreme prejudice after Black Turtle Temple.

...Dood. too late... shit's been spoiled like crazy here already. Chillax. As for the above spoilers about Guan Ying... Yes. Oh, and Great Saint Starkiller still gets killed. Just... later, and not by anyone you're expecting. Also, Chao Gai helping out Su Xing is a given at this point. 2 examples. 1. She outright prevented Emperor Liang from tracking Su Xing after he escaped when Little Huang used Half Destroyed Landscape for the first time. 2. She all but practically made sure that Su Xing would bloom the Meditative Mind Lotus by setting everything up in the Buddha Kingdom. Recall that it was her that told Buddha West Approaches to cone out of seclusion and use the Five Colors Dragon Lamp as bait. She also didn't straight up kill Su Xing and the others in his Immortal's Abode despite how easily she could've... though, that meeting was more likely due to interest than her wanting to help at the time. Speaking of Little Huang... If she didn't have to break the Boundless Bell's Array and used her Dark Rank on Guan Ying instead... she prolly could've won that fight then and there... 3 Half Destroyed Landscapes against a single foe in rapid succession is just plain cheap... and overkill... Still, those two had it coming so I kinda wish she did.
