There was a Japanese manga I was reading a while back in it mc and his friend are brought to a town by the spirit. They find that they are stuck in the town for a few months till spirit wakes up again. There is a system in that world where spirits govern law and dole out punishment to anybody that breaks them. The Lord of the city died by the curse of spirits because of his subordinates mistake. The guy tries to develop the town in best possible way while befriending a mummy girl and making alliance with vampires who provide letter delivery service in return for blood and stopping human encroachment to the forests. This one had a novel to I think sorry if I'm vague this is all I remember. @_@
