Your character can either become a master, or try to become a servant himself. Alternatively, you could be the servant or master of another player.

 

Hmmmm... Oh, my actual question was if I create a Master and Servant Character, are they enforced to be contracted with eachother, like with Quae's?

Personally, I planned to have first my Master Character to have no contract as he isn't even a mage.
