During their agreement days, it's true that they decided who's going to be the seme or uke by coin, and Zhang Lingyi won. After that there's bit smtg (forgot) which then make Guangning said he wants to be the seme, but only 2 days (thought they never doing any forbidden scenes during their agreement days). So that's up to chapter 16. So far the general trend is, ZLY is, yes, falling first, and is the one who comes up with all these idas on what to do. WGN goes along. Reluctantly. But he's starting to soften up on ZLY.
