You forget that right after his encounter with the "chick" he benefited from it and leveled up. Then he leveled up twice again from taking the mysterious fruits and then his encounter with the Buddha which doubled his power. And I'm sure I must have forgot some other level up he had.

His boots have also level up, so he can prolly run away. Double in range and can be cast twice a day now.

yeah it's 10 star as a base, but there are objects/items in that world that increase abilities, so it might end up over that 10 stars
