Forgotten Title bread & cakes

    I vaguely remember a novel where one of the character is talking about food problem, and that if it goes on, they might need to eat cake to replace bread. Then the character commented that citizen will revolt if they heard the sentence without knowing the situation/context.
    There's a possibility that it's reincarnation (considering the reference), but my feeling says it is not. Any idea?
