    okay, the second part of this sentence have nothing to do with phones.
    I would translate it as,
    without any other solution, he called 尹含若 on the phone, asking her to come down by herself, but only god known that 尹含若 wanted him to go up and fetch her. but, 刘琰波 just wait there, and she ask her secretary to come down and bring him to her just incase where he can't find her.

    edit: red as possible typo errors.

    and yea 打通了 means the call did pass though.
