Pumping, twitching, spasm, aneurysm are all correct, but may be hard to use in a sentence, though. Not something I hear in everyday English, outside of medical talk. Edit: Not totally true, now that I think about it. The everyday way of saying something to that degree is to have a brain fart, or a lapse in memory. That's not to the full level of brain damage, but goes with the connotation.
As much as how funny 'brain pumping' sounds but all of those three (Google/Yandex/Bing) gave that same translation 'brain pumping' so depending on how it is actually used, it might actually be 'brain pumping' PS: I used those three translators many times and it is the first time all three of them give the same translation so it might actually be 'brain pumping' the meaning it means
It could be an insult and mean 'moron' or it could be describing someone who is acting/talking irrationally (possibly due to brain spasms and may or may not be an insult). For example, it could mean someone is having a brain fart momentarily and did something silly. Or it could mean someone genuinely has some mental trauma/condition going on etc. The reason why it's confusing is because 脑抽 is internet slang and is a contraction of 脑子抽风, and the usage of internet slang is varied.
