    googling a definition is just as easy as google translate

    Even in his dreams Wei Xian dreamed of being successful, he is a money-oriented person who can disregard his life for money. Finally, he had a little bit of success and thought that he could see the dawn of fate (I think it's supposed to be 'a new dawn'?) when out of nowhere Xiao Yuan was diagnosed with neuropathy.

    Not sure if the 神经病 is supposed to be neuropathy or mental illness (精神病)

    in China we use 神经病 to describe something is wrong with someone's head or someone does anything that is socially not acceptable. it does not necessarily have something to do with mental illness.

    a brief google search tells me that this is a BL novel, and most likely this 神经病 here is talking about MC likes man.
