It's really unclear. I'm Wanderer from that, and I believe he was originally introduced at the 3rd level, but he is definitely at least at the 2nd. He was definitely set above the other Martial Saints, so the 1st level is impossible, but confounding the issue is the Purple Sun Martial Saint because he was forced into some limbo at the 3rd Martial Saint Realm even though you're not supposed to ascend until the 4th. It's very unclear what's going on there with the cultivation limit. But HSSB is in part a parody, so if you don't analyze you're missing out on a lot of fun.
