I've read some 500ish non-H touhou doujinshis, plus some 30ish H ones... I think I know a fair bit about them~
Errr... I meant the name though. *puts on Changshaan* You see, Xiao Ji, the character used for Chen is usually 晨(chén) or 辰(chén) which both mean "morning". The character 辰 also refers to the fifth Earthly Branch or 時辰(shí chén which stretches from 7 AM to 9 AM) which is itself associated with the dragon of the Chinese zodiac. And in Chinese culture, the dragon is mostly associated with masculinity whereas the phoenix for femininity. Which is why emperors and empresses in ancient China were garbed in dragon and phoenix motiff respectively. *strokes beard*
Oh... well that explains it... well, I would suggest inverting the order to avoid confusion. After all, NU deals with Asian novels. As such whem people read an Asian name, they would most likely follow the surname first format. What character does Jiang represent though?

You owe me a mouthful of beer, goddamnit! You could use the character 江(Jiang) for river. So her name would be 晨 江(Chen Jiang) or Morning River (literally, it should mean Morning Great River). You could use artistic license to say that her name would be a poetic description of the first ray of sunlight. Maybe use it as a characterization element.
That sounds good, but... is it really necessary? As one can see, I did not pay that much attention to the parents yet, which I already regret.
Not really necessary per se, but it could help in fleshing out stuff. Perhaps even shelf it as a possible plot device.

Telepathy. Combine it with knowledge in Psychology and Neuroscience and you get a dangerous for who can not only read thoughts but possibly manipulate the intricacies of the mind. (Ex. Being able to manipulate someone to think that he's on fire... permanently. Or manipulating a person's mind to percieve that the edge of a cliff is still a few feet away despite them being a mere inch from it.) I'll hold you to that.
The powers do fit together, it's all related to sound. Persuasion as in the control of people through the use of his voice and sound manipulation. I just don't know what else though.
