国 = country
齐 = govern
家 = family
平 = peace (pacify), translated as ‘bring’ in QI translation
天 = Heaven, translated as ‘peace’ in QI translation
下 = under, translated as ‘world’ in QI translation​

When ‘天’ and ‘下’ was combined into a single word ‘天下’, it means ‘(land) under the Heaven’ or ‘the world’. An example is ‘天下第一’, meaning ‘Number One under the Heaven’ or ‘Number One in the World’.

In english, saying "prey" or "pray" out loud sounds the same. This is a homophone
In hebrew
Pray is "Lehitpalel"
Prey is "Tereph"
In german
Pray is "Beten"

This is similar but with english being the foreign language.
In chinese there happens to be some wordplay going on that just does not translate.
So the translator is telling us there is a wordplay there and that basically a flat chest joke
