Pretty sure I've seen it somewhere before in Shōnen Mangas or Anime!

Does this feature trope have a name?
How do you explain it?
And which Manga/Anime Plot may have started it?
Was it perhaps Blue Exorcist or Endeavor in MHA? Probably not.
By the way, was Agni (Fire Punch) and Changseon Lee (The Divine Twilight's Return) inspired by Endeavor?
Black Rock Shooter also features a protagonist with Blueish Burning Right Eye. Maybe this franchise popularize it.

 

You're on the right track I think. TV Tropes calls it Magical Eye Streamers and, while it doesn't directly attribute it to anything, the Eye Flame is a very specific thing in Black★Rock Shooter.

The Magical Eye Streamers seem to be a general visual trope that's used to depict power, but the blue one specifically might be from BRS.
