You need to copy paste the @ list. Like, if you try using the quote or reply buttons, the @s will be listed as [USER=number]@username[/USER]. When they're listed like that, they don't trigger an alert. What you need to do, is to just copy paste them normally. This will make them be written as normal @ tags and will summon them appropriately~
