i suppose if you slash you hands across the air fast enough that would also create enough centrifugal force to get water off...

my question is how are you moving your hands....

i strongly believe there will always be a reader who will flip a table regardless of what you use....

and why the heck would you use the whole chunk of sentence. only the slashing motion is needed....

He made a slashing motion with his hands splashing fresh red blood across the floor..... if you wanna make use of a word is require some imagination... not just copy and paste... im only making word suggestions how you use it is up to you really....

more context is needed it seems.... since i have no clue the context..... i dunno if you are cleaning up after a bloody murder or casually just rinsing your hands before a meal....

Are you trying to say he moved his hands quickly, to get rid of the blood on it or something? In that case, how about "He shook his hands, to get rid of the blood on it."

Edit: checked Google. I think shook will work.
The meaning is, move (an object) up and down or from side to side with rapid, forceful, jerky movements.
"she stood in the hall and shook her umbrella"

    Flick is a good verb.
Whip is more violent, but also describes a quick motion that could shake blood off.
I think that shake is neutral.
